Reform in Planning Process:
  • Municipal reforms lie at the heart of ongoing Development Programme at ULB level. Preparation of the 5 year Development Plan (DP 2007-2012) and preparation of Annual Development Plan for every year on the basis of DP are among the major issues for successful implementation of the said reform process.
  • KUSP intends that all the ULBs in the KMA should work and do development works as per their development plan. The idea is to help the ULBs to be self-sufficient though provision of technical and financial assistance and be a facilitator for preparation of their Annual Development Plan. Urban Planning and accounting reforms are the two major ongoing functions, which are now operative in all ULBs of KMA and Non-KMA regions of urban West Bengal under the DFID, assisted KUSP programme. Govt. of West Bengal has deputed one Asst. Engineer in many ULBs in facilitating smooth implementation of the planned development.
