Reservation of seats for Women in the Municipal Board
In order to induct womenfolk in the Municipal administration 33% of seats of councilors have been reserved for women as per statute. Accordingly there are 8 female councilors in the Board of Panihati Municipality. The female members take part very actively in the municipal Administration.
Self Help group of Women
In the year 1997 identification of urban families living below the poverty line (BPL) was taken up. The criterion is per capita income of Rs.313.12 per month.
From 1st December, 1997 Government of India introduced a new poverty eradication programme named as " Swarna Jayanti Sahari Rojgar Yojana" (SJSRY) or "Golden Jubilee urban income Scheme".
This programme gave emphasis on the development of Self Help groups of women from among the identified BPL families in each Ward of the Municipality for eradication of poverty.
Neighbourhood Group (NHG)
In 1998 formation of NHG started in 35 wards of this Municipality. This group, at the grass root level has become the nucleus of development. Each group contains 20-40 women from identified BPL families. In 35 Wards 501 such groups were formed and the group members selected one among them as group leader who is termed as "Residential Community Volunteer"(RCV)
Neighbourhood Committee (NHC)
All the RCVs from all the groups i.e. NHGs in a ward formed a Neighborhood Committee in a Ward. There are 44 NHCs in the municipality. The members in the NHC in a ward selected from among them, one President and one Secretary and are treasurer.
